Nokia 3510i Question

I just bought a Nokia 3510i at Woolworth's, and am trying to activate it. I says to dial "150" from my mobile to register it, but when I do, it says that I have insufficient funds. I have a top-up card, but the instructions also say to dial "150 for free" to add money to my account. Has anyone here ...
