I really do think that everyone's breasts look best with the rest of them, and any attempt to change them will just look wrong. I think it has to be Wilhelm II of Prussia/Germany. Arguably insane, certainly had lots of issues, was severely repressed, started a World War solely because he fancied himself in military uniform... - absolute legend.
