This isn't exactly the kind of safety you're talking about, but if you listen to loud music while running then you should really think about turning it off. You're much more susceptible to damaging your hearing if you listen to music while exercising.

By the look of it, you will only require a permit if you're planning on parking at DRA, Albany Park or New Hall. They can't make you have a permit if you live in private accommodation.
