I am hopefully joining St Andrews in September to do medicine and have just read on The Vine that a new faculty of medicine is being created. Does this make any significant difference to the course?

No the re-introduction of the Faculty of Medicine shouldn't make any major change to the undergraduate medical course. It will mainly be an administrative change, medical students no longer being part of the Faculty of Science and School of Biology, but having their own faculty. It does mean that St Andrews can now issue MD (Doctor of Medicine) degrees to postgraduate students, meaning that if you want to come back to St Andrews once you have qualified to do postgraduate study to MD level, you can do this.
