Who were 'They"?

OK. Weird question, but I must know the answer,

The other day was cycling to Leuchars along the track when I stopped by this post for a minute. The post was like half way along the track and it had a rusty plaque which said

'Mile by Mile they marked their way from ancient town to river bridge'

Since then have been consumed with curiousity, who were 'they' where were they going and why?
I read most of the night and go south in winter - wasteland

it possibly refers to Mussel folk, when the men of the town went out fishing, the Women and Chilren would go to the eden estuary and collect Mussels for use as bait by the East Coast fishing industry. The path across the golf courses is also know as "the Mussel Road" for this reason.

"They" were the Pilgrims who travelled this route to St Andrews, by Gaurdbridge.

Perhaps it refers to pilgrims. They used to gather at Guardbridge (the river bridge?) to be escorted to St Andrews.

Guardbridge is the name applied to the village that grew up around the bridge that guarded access to St Andrews from the west across the river. The reason I though of the Mussel folk is that the phrase appears to indicate a journey AWAY from St. Andrews, rather than one towards it.
