Think they just felt like making it something a little special so it's basically Dinner dress or bondage. Which I reckon will serve to reduce the attendance even more than usual, but on the heads of the commitee be it.

I think it's meant to convey the idea that R&B is somehow better than Rocksoc. No wonder it confused people - it makes no sense whatsoever.

I did some logic in the logic and metaphysics dept. as well as being a computer scientist, I think it means,

if not r and b, then rocksoc

The formula itself could be broken down further, but I don't think i'll bother.
