I googled it and only got 1 result, which was someone asking if it was Back to the Future II or Spaceballs.
Can't recall it from Spaceballs off the top of my head. Can't recall enough about BTTF II.

Yeah, it's the 51st State, at the end when they're in the executive box at the fotball match. Samuel Jackson is speaking to someone about his drug, of which the formula is written on the back of a postcard. The formula does nothing, hence the quote, "It doesn't do anything, that's the beauty of it."

That's S.L.J speaking to the english guy about what the formula does.
