Why did the bins move?

I not usually arsed about the simple relocation some bins. But it just seems like they have been moved to a pointless place...

because of the new smoking legislation. We aren't allowed to smoke in the little sheltered doorway bits anymore.

You may not be able to smoke in enclosed spaces (which is all very well) but moving the bin for the smokers to use right outside someones bedroom window is apparently a good idea.

They have now moved the bin from outside his bedroom and put it at the bottom of the path.I think the bins make the place look ugly, and people are still going to smoke under the sheltered bit anyway, or if not, out of their bedroom windows.
