do they really expect anyone to keep a party to 20 people and end at 12 with music that cant be heard outside of your room.

load of bollocks and good luck to them trying to enforce it

I think perhaps the issue of what we can and can do in our houses is a matter for the contract of the house. If this is the case then they will be unable to enforce this rule until the new contract comes out next year. I am going to read my contract when I get home to see if any of these rules are mentioned. I will also see if there are any clauses which allow the warden to change the rules on the fly.
