you can post unreg, but you can't put a name to them. i've posted when i'm not signed in (you can sign in while you post) and it hasn't had the option to post with a name, but i could still have posted without one

also, does that apply if you're on the library wireless network?

Never heard of that one before. I think it is unlikely that your connection determines acceptable html / php coding. Although if this is true I love to know the reason why.
