I had an old 19" with a similar problem on low resolutions. Try changing the refresh rate in display settings. Fixed mine.

At VW I managed to get a student discount. Depends on who you get though.

Just to add. I presume you are wired to the "shared broadband connection". You must initiate a peer-to-peer connection to both wireless devices.
