Not sure about the law, but the University may help dispose of old electrical stuff, and there's a section at the recycling centre by Morrisons.

The 'normal' paper recycling bins from the University are collected by Fife Council, who can recycle tetrapak cartons.
Perhaps the university hasn't got round to modifying their signage.
