A course for cyclists?

And I say that after an experience tonight after some idiot on a bike pulled out from bell street in front of me (where the sign clearly says GIVE WAY) onto the street leading to the lizard, without stopping going at speed with no lights (at night) no reflective gear and no helmet!

In all fairness cyclists get a lot of hassle from drivers, especially at roundabouts where they are more or less considered invisible, but sometimes I think cyclists forget that they are road users too and need to abide by the highway code.

As a reasonably serious and frequent cyclist, I go on the defensive very quickly when I hear car drivers getting on a high horse about cyclists. However, as a driver I also see that there's a substantial minority of cyclists (in fact it might even be a majority in this town) who seem to have a cavalier disregard for their own safety. At a guess I'd say 3/4 of the bicycles I see out at night don't have any lights - not only is this criminal and dangerous, it also damages the reputation of responsible cyclists. Frankly sometimes I think these people are asking to get knocked down - but for the fact that this would put some poor person through the mill for having run them over.
I could make a similar point about helmets, but given the all-round benefits to health and traffic I'd rather see people cycling without helmets than not at all.
