It isn't completely untrue, that is just based upon 1 set of information using a small time-frame. If you look at longer term data for a different area, for Scotland, over a 15-year period, teenage pregnancy rates are up;

Also shocking to see that some 13-15 year olds are on their second and more 16-19 year olds are onto their 3rd maternity.
