Ok, time to soil my hands with another Sinner argument... no pun intended.
What specifically is anyone's problem with naked childen? Regardless of reiterating who does and doesn't have a problem with it, why does it pose a major issue? Seeing a child urinate over a drain is less consequential to what half of us put up with at public urinals, or many street corners on a Friday night.
As for it being disgusting and unhygenic, consider what else might have pissed there: dogs, cats, other animals. Go out of the concreted metropolis of St Andrews and see some real dirt and you'll find that your average bit of earth has been through some animal in the last five years. Water in London has already passed through an average of three people's houses and quite possibly several creature's bodies already, yet they even drink the stuff!
In this particular instance, it would have been nice if they were able to get the child to a public toilet, but I seem to remember they closed the ones near Logie's Lane, thus the nearest ones are at either West or East Sands. Not somewhere you're likely to get the child to in time, toilet trained or otherwise. At least the mother had the decency to find a drain rather than a wall.
As for being a child on a beach, personally I didn't see the sea until I was 6, and then we were probably the only people within ten miles. However, there's a lot of folk out there that didn't let puberty stop us. Hands up anyone who's ever gone skinny-dipping. Most (not all) people in society these days wouldn't care that much if they saw anyone naked, as long as it wasn't sexually motivated. Children, especially, very few people care about. Many people forget that we live in a very sheltered society - most "primitive" tribes in warmer climes wear little if any clothes, and if they do they tend to be either protective or ceremonial. Even where my folks live in Portugal, people don't have running water, so still wash naked in the river there, in direct view of half the village. It's not that uncommon.
Sid, and others, if you have personal hangups about being seen naked, that's your perogative; but if it's a case of a momentary embarrassment on behalf of a small minority of the population (I trust you aren't mortally offended by the sight of naked children on the beach) weighed against the natural development of a child's self-esteem, modesty and global psychology, the child wins hands down.
