Giuliani has to be a strong contender. His popularity after 9/11 was enormous, and he has - so far as I can see from this side of the Atlantic, anyway - remained sufficiently detached from Bush to be too tainted by whatever happens to the 43rd President.

But I'd like it if McCain ran. I think he's a good man and would be good for the country.
Neither the storms of crisis, nor the breezes of ambition could ever divert him, either by hope or by fear, from the course that he had chosen
