Funny you should ask my dear, i was reading El Pais (spanish newspaper online) revising for my exam (writing in a journalistic style is part of the exam) and saw the link on this page i was reading:

Suddenly we got phone calls from Spanish radio, Brazil newspapers, Argentinian magazines and e-mails from loads of Portugese fans, apparantly we now have fans there.

She does actually say on that website that it is a parody campaign and that the blow job pledge was intended to get media coverage. She also makes no mention of only 'servicing' people who vote for her. In fact by saying that she is willing to travel worldwide to deliver on this pledge she seems to be targeting people who are not eligible to vote in Belgian elections.
