Now, last time I checked, 16 year olds could have sex. What relevance has the range 16 - 19 to sex offenses against children?
Even if you thought that those who were in that range did count, why then only use 8-17 in the previous result?

Sounds to me like they made a spread sheet of results on all the ranges from 9 - 19, steping along like 9-10, 9-11, 9-12 etc. Then they picked the one that was the most headline grabing, at the expense of any relevance.
One could argue that 16/17 year olds should be included, but anyone who thinks that 18/19 year olds have any place in this statistic needs to find a new job.
