It tends to be found primarily in gaming related things - when a good thing happens people go "woot" or "w00t" or somesuch...I presume it resulted from a typo way back when.

I still use it on occasion.

It depends on why the people say it. I'm guessing though that certain people say it now cause they think it's "cool" and yes most likely should be shot to do everyone a favour.
