I ve been in St. Andrews for 1 month. and i'd like to practice golf.
I've been to the golf practice place a few times and the facilities are quite good,
but practicing alone in the nice range is very lonely and discouraging. I'm an international student and a stranger here.
I'd like to find out how to play golf and have some friends to play with.
Is there any union for golf? If so, how can I find and join it?

There is a golf club which you can be a member of. Visit the Golf Club's stand at the Athletic Union Freshers' Fayre where they will be able to tell you more about playing golf in St Andrews.
