Skinny Puppy were in the Doom Generation, apparently. never managed to pick them out, must've been concentrating on other aspects of it. Skinny Puppy were about as punk as you can get, without being punk. the industrial Bauhaus.

Probably Tapeheads, but if that's not it there's a list of about 15 movies/videos Jello Biafra has been in on imdb.com.
