You're right, a check behind on the turn makes most sense if he's floating the flop, so we can induce betting with very marginal or no hands on the river (otherwise - if he's never floating - we lose to much value indeed), but he didn't bet the turn, so we can forget about that. Then the odds actually get reasonably better.
