Personally I would say NO BALAKA, I have been there twice and both times I was more than disapointed.
I have eatten in all but a two of the public restaurants in st andrews and most of them I have eatten in more that I probably should have

(bank managers best friend

) and the balaka has been the worst of the lot.
Papa Joes annoyed me once but I went back with a big group of friends and it wasn't too bad. Very overpriced for what they have on offer though.
My first ever valentines day in st andrews was ruinned by Bella Pasta. Rude staff, crappy service, sub standard food. I even went back there recently to give them the benefit of the doubt and it was exactly the same. That place needs a new manager.
So - I guess it depends what the table is for, two people romantic or group of people as friends. I have split the two into my list of favourites.
Romantic for two:
Nahm Jim - When I first went here it was like having an orgrasm in my mouth. The head chef walked out about 9 months ago though so the quality drop slightly but still one of the best places to eat.
The dolls house - I am listing this one purely because it has served me my best st andrean meal. Unfortunately it can be a bit hit and miss. The food is always nice and what not but you might wonder what exactly it is you are paying so much for on occasion. If you get lucky though - the perfect evening.
The grill house - I put this here solely because its my favourite place to eat, therefore i find it a nice place for both couples and groups even though most people would agree its more of a group place. The food is always good and very reasonably priced.
Ziggys - If you want somewhere a bit different for a couple style meal Ziggys is most ceratinly the place to go. Especially if you are the type who struggles to think of things to talk about. There's so many cool things all over the walls that you can never be short of conversation about them. The food is also good if you like america style cuisine, large portions/ diner style menu.
Bugger it - I can't be bothered writing about the group places, if this is for a group let me know and I'll give you my views on the others.
